【沙中綫】工程師學會28人聯署　促港鐵前工程總監黃唯銘辭會長

就港鐵沙中錢發生一連串工程醜聞，香港工程師學會發公開信，要求已因醜聞請辭港鐵的前港鐵工程總監黃唯銘，辭去香港工程師學會會長職銜。聯署的28名工程師包括公共專業聯盟政策召集人黎廣德、資深土木工程師倪學仁、土木及結構工程師蘇耀坤、鄭經翰等；他們指，為挽回公眾對本港工程界的信心，呼籲他辭任學會會長。

沙中綫醜聞曝光　公眾對工程師信心被催毀

公開信指，他們深切關注近日發生有關沙中綫的問題，隨着事件公開，公眾對工程師作為專業範疇的信心亦逐漸被催毀。

聯署亦指，他們特別關注政府在處理沙中錢事件時，表明對在港鐵管理、黃唯名領導下的沙中綫工程失去信心；其次事件亦令港府選擇報警處理；他們對此表示遺憾。他們亦認為，在目前情況下，黃唯銘已經難以領導學會，履行職務，呼籲他將學會的聲譽，放在個人利益之前，辭任會長。

黃唯銘在辭去港鐵職務後曾向工程師學會會員發出電郵，指過去兩月在極度艱難的政治氣候下，令他未能做到一個專業工程師，又稱他辭職後，會以工程師身份投放更多時間參與社區事務，並致力做好今屆學會會長。

公開信原文如下：

Dear Ir Wong,

Subject: Upholding the Reputation of the Engineering Profession

We are deeply concerned about the recent incident concerning the MTR Shatin-Central Link Project (SCL). As the events unfold, the public perception on the reputation of the engineering profession is now in jeopardy.  

Specifically we regret to learn that in your position with the MTR, you are embroiled in this incident at two levels:
a)     The Government has openly claimed that they had lost confidence in the SCL engineering team led by your goodself;
b)     The Government has referred the SCL incident to the police for criminal investigation and the engineering reports issued by your team are allegedly subjects of investigation.
 
Whilst we fully respect your right to defend your integrity and professional conduct in the due process and legal proceedings, given the current circumstances it would be extremely difficult for you to continue to lead the institution and carry out normal duties without causing adverse public perception.

As stated in Section 12(2) of the HKIE Constitution: “Every member shall at all times so order his conduct as to uphold the dignity and reputation of his profession and to safeguard the public interest in matters of safety and health and otherwise.”

As a senior HKIE member, we trust you would put the reputation of the Institution above personal interests. In light of the current circumstances, we believe it is prudent for you to resign from the presidency of the Institution.
